Expertise
Dr. David P. Weber is a Teaching Professor at the John Chambers College of Business and Economics at West Virginia University. An internationally recognized authority on corporate governance, fraud prevention and forensic accounting, Dr. Weber has three decades of experience at the intersection of regulatory enforcement, financial investigations, accounting, and law.
Dr. Weber concluded his two-decade career in federal service as the U.S. Securities and Exchange Commission's Chief Investigator, before which he was the Chief of the Federal Deposit Insurance Corporation's Enforcement Unit I, responsible for all enforcement and investigations from the Mississippi River-West. Prior to the FDIC, Dr. Weber served as the Special Counsel for Enforcement at the Office of the Comptroller of the Currency, regulating the conduct of national banks and foreign banks federally licensed to conduct business in the United States.
In addition to teaching and research, Dr. Weber maintains an active practice as an expert witness, consultant, and trusted advisor to corporate boards and senior executives. Dr. Weber also provides independent counsel to boards on matters of regulatory concern, internal investigations, and governance risk for special investigation and audit committees. He has been named a Thomson Reuters Super Lawyer for every consecutive year since 2020.
In recognition of Dr. Weber's contributions, he was named Certified Fraud Examiner of the Year by the Association of Certified Fraud Examiners for 2024–2025 and served on the Board of Governors (Bar Council) of the Virginia State Bar from 2022 to 2025. He served as the banking expert for the Panama Papers Investigation by the International Consortium of Investigative Journalists, a project awarded the Pulitzer Prize in 2017. He served as the technical consultant for the Netflix Studios movie on the Panama Papers, The Laundromat, for which he also played a small cameo.
Dr. Weber holds a Doctorate in Business Administration (Accounting) from the Warrington College of Business at the University of Florida, and a law degree from Syracuse University College of Law. His doctoral dissertation was awarded the Timothy Pearson Best Dissertation Paper Award by the American Accounting Association, named after a legendary forensic accounting professor at West Virginia University. He is honored to now walk the halls of the very school where Dr. Pearson taught.
